The deciding factors in practice
Who will visit most. A niche is a place the family returns to for years, at Qingming, on death anniversaries and on ordinary weekends. Pick the site that is easier for the person who will go most often, especially if they are elderly or do not drive. Choa Chu Kang is in the north-west and Mandai is in the north, so the answer often follows where the family lives.
Where the cremation takes place. Mandai Crematorium shares the complex with Mandai Columbarium, so a family cremating there is already on site. Choa Chu Kang means a separate trip after the cremation. See Getting to Mandai.
Walking and stairs. Choa Chu Kang blocks are four storeys, Mandai's are three. NEA mentions amenities for the elderly and disabled at Choa Chu Kang. If mobility matters, ask NEA about lift and ramp access at the specific block before you decide.
Peak weeks. At Qingming both sites get very busy, and the arrangements differ: a shuttle from Yew Tee for Choa Chu Kang and one from Khatib for Mandai. If your family visits mainly at Qingming, look at which shuttle is easier for you. See Getting to Choa Chu Kang.
Should you pay S$250 to choose the location?
NEA allocates niches sequentially, so without the selection fee you take the one allocated to you. If a particular location matters to your family, for example an elderly parent who will visit, the S$250 is how you ask for a different one. It is optional and the same at both sites. Ask NEA what is available before you commit.
When neither is the right fit
If you want to buy ahead of need, or want air-conditioning, a government columbarium will not give you that. Both are open-air, ventilated buildings, and neither lets you reserve a niche in advance. Public vs Private Columbarium sets out the trade-offs, and Columbarium Cost Singapore compares the prices.
